In current git (1.2-rc7), I was able to initiate diplomatic contact within the
game and make a trade with the AI. Msxml3 and msxml4 were installed with
winetricks to avoid this bug : http://bugs.winehq.org/show_bug.cgi?id=8107

The original poster should retest.
