I can comfirm this.

Nvidia 8600GT with 195.36.31 (Since latest drivers seems to have mem leak, and
also work slower)
Q6600 Quad Core

I've seen similar behavior (stops and sluggish action) with certain shaders on
different games, including Garry's mod
