I have not been able to find any documentation on how to force a build with
fontconfig on the Wine website or documentation. it would be important to havea
 compile time switch to force building with libraries, and as well one to force
building with all required libraries and documentation if needed to tell it
where to find these libraries if necessary. I cannot find any of this
documentation.
