I noticed recently that the textures do appear to be applied to the surfaces,
but there's an overlay that obscures them, and that's the problem here.  The
overlay actually looks like a reflection of the point-of-view of the player's
screen.

(This was also noted in comment #0, which I apparently never read thorougly.)

I took some up-close screenshots in places that exhibit this problem in the
game.

This one just shows how widespread this issue is in the game; it affects many
surfaces throughout the game world.
