[Bug 14292] winhelp: Window title is not set correctly for some (older) help files

This bug does not seem to have been completely fixed. At least some help files
still show this problem (testing with Wine 1.2).

See the attached 6pack.hlp file. In Windows winhlp32, the window title is "Six
Pack Help". In Wine winhlp32, the window title is "Wine Help".
