This bug has morphed into something else and behaves differently. 
The first time DictationBox is opened it behaves flawlessly. 
The second time I open it, the box opens immediately, and then I talk, but text
does not appear in it for about thirty seconds. 

The fix is now simple. Close out the program and re-open it. But be sure that
all the processes wine runs close, too. (Quite often they don't.)

wine reboot works, too.
