Here we go again. Guys _READ_ the entire bug before making any assumptions.
Especially comment 69.

This is bug in old Mono version. The only reason it doesn't trigger for you on
Windows XP is because XP reports invalid DST/STD dates for your time zone. If
you try to run this program on newer Windows version - it will fail in the same
exact way as on Wine.
