When installing on windows, it installs properly and does not set up
the program to download or configure the EU information.
I have never messed with git, although I will look into it.  I was
using the prepackage versions for Ubuntu 9.04 x64, I tested by
installing with a version that I knew was working (1.1.33) and then
reinstalled with each version above that.  The change in behavior
happens with 1.1.38.
