I gave it a try and problem with patcher still happens in
wine-1.1.41-211-g719d904. Anarchy patcher is from v18.1.1

I used "winetricks ie6" as a work around. Then the patcher window (html) was
correctly painted and succesfully downloaded and applied patches to v18.3.1.
Than i could login and play.
