[Bug 21723] When Steam starts it gives error "To run Steam, you must first connect to the Internet" after trying to update.

SteamInstall.msi downloaded 19 May 2010

Install proceeds smoothly and then runs Steam.exe which immediately throws the
error  "Steam.exe (main exception): To run Steam, you must first connect to the
Internet".

gecko is installed, have also tried in a new wineprefix.

Incidentally, running Steam.exe in the terminal produces no console output.

$ env WINEPREFIX=~/.wine2 wine Steam.exe
$

How can we diagnose this further?
