IIRC this is due to a missing registry key:
REGEDIT4
[HKEY_LOCAL_MACHINE\Software\Microsoft\NET Framework Setup\NDP\v3.0\Setup]
"InstallSuccess"=dword:00000001
I'll send a patch for it , this is dupe of
