[Bug 19313] IE8's menus are not visible

Attached screenshot is for IE7. For IE8 you can toggle main menu with first
entry of context menu from tabs panel, also you can show it using any key
accelerator attached to its items.

As I remember for IE7 menu shows up fine with Alt+F for example, so try again
please.
