I tried another dotnet app I had lyiong around, and that gives the same error.
This is a regression from  wine-1.2, where these was fixed.
The patch that introduced this:

This patch has tests, so could very well be correct, so i think we have to fix
LsaLookUpSids again. 


The following should help:

git revert 0cffcb77d6e624bcc7567ebcfaecb0ef730e7a7e
