I can confirm purchases where possibile from at least vanilla 1.3.3 (can't
remember for sure since 1.3.2) and before Steam Wallet been implemented.
I bought three games, two in 1.3.3 before Steam Wallet (one credit card the
other PayPal) and one in 1.3.4 with Steam Wallet deployed, but still using
PayPal directly.

Hope clears up the confusion. ;)
