[Bug 24579] Steam windows move twice as far as they are moved

In addition to the behavior noted by SheeEttin, this magnification affects
resizing of the Steam windows.  I've confirmed this with both the main window
and the friends window.

If you quickly grab any edge, expand it outward a bit, then release the button,
the window will suddenly increase by twice the distance from where you grabbed
it to where you released it.
