[Bug 24310] Civilization IV 1.74 patch can't find installed program

I installed 1.3.2 from the ubuntu ppa and ran the patcher with 
$ WINEDEBUG=warn+all wine Civ4Patch1.74_Final.exe 2> civ4patch.wine.debug

The behavior was the same (can't find installed app msg dialogue), output is
attached.

Unfortunately, the new wine version also fails to run Civ4 now.  All I get is
the loading splash screen for a few seconds, then it quits. I will atach the
output of that run in the next comment:
$ WINEDEBUG=warn+all wine '/home/dbenhur/.wine/dosdevices/c:/Program Files/2K
Games/Firaxis Games/Sid Meier'\''s Civilization 4 Complete/Civilization4.exe'
2> civ4run.wine.debug
