I can only assume that I'm experiencing the same bug everyone else here is. 
It's certain special effects.  In the image above it's all the spell effects,
with rain disabled. The rain makes it even worse, but at least you can disable
the rain.  I think it also affects gameplay because the portal didn't work
after I defeated the enemies in that section of Mysteries of Westgate.
