Still fails. With native msxml3, however, it crashes for me:

[61:60:91699:FATAL:network_change_notifier_win.cc(36)] Check failed: ret ==
ERROR_IO_PENDING. 
wine: Unhandled exception 0x80000003 at address 0x1cf97c3 (thread 003c),
starting debugger...

I'll attach a +msxml trace.
