The problem can be worked around by setting shader quality to low. So:

 * "Low shader quality" ~ displays the water normally

 * "Medium shader quality" ~ static black and white lines (see attachment in
comment #2)

 * "High shader quality" ~ moving black and white lines instead of displaying
the river texture


winetricks d3dx9 won't help.
