$ wine webcpad-20010611.exe 
winevdm: Cannot start DOS application Z:\tmp\webcpad-20010611.exe
         because the DOS memory range is unavailable.
         Try running this application with DOSBox.

$ sudo sysctl -w vm.mmap_min_addr=0
vm.mmap_min_addr = 0

$ wine webcpad-20010611.exe 
winevdm: Cannot start DOS application Z:\tmp\webcpad-20010611.exe
         because vm86 mode is not supported on this platform.
         Try running this application with DOSBox.
