I tried the Japanese RAR and it just outputs in English.  Should it do this? 
cmd outputs in Japanese as it should.

wineconsole simply doesn't like it:
err:wineconsole:WCUSER_SetFont wrong font
err:wineconsole:WINECON_Fatal Couldn't find a decent font, aborting

Yet
$ LANG=ja_JP.utf-8 wine64 wineconsole
Wine コンソール内でプログラムを開始
so I don't know!

winetricks fakejapanese makes no difference.  This is possibly a different
problem, however.

Polish, on the other hand, works fine in cmd and wineconsole.

I'd suggest this is fixed.  The Japanese problem I'd have to check in Windows
(if possible), but I think that's a different problem.  "Wrong font" is almost
definitely a problem...
