Looks like only you affected bu this bug.
Though there's a possible workaround
1) Try to recompile WINE, and
2) Try to reinstall Oblivion to the shiny-new WINEPREFIX

PS. it nothing changes...
Have you're tried to reinstall gstreamer or even recompile it from source?
