Every Steam game for me suffers from this. I tried Sam and Max Season 3: The
Penal Zone. The Steam version ran fine, but had the flickering cursor.

I have the DVD version of Sam and Max Season 3, so I installed that. I ran the
DVD version of the game and I had the flickering cursor issue. I quit the game
and then closed the Steam client. After closing the client, I ran The Penal
Zone again and lo and behold, the desktop cursor is gone.

Steam is causing this issue. The very fact that it is running is causing this
issue. But I don't know why.
