I gave it try on vanilla wine-1.3.26 just modified the run command:

 * wine iw3sp.exe +set sys_smp_allowed 1  //shows the reported bug, console
output repeats "fixme:d3d:resource_check_usage Unhandled usage flags 0x8."

 * wine iw3sp.exe +set sys_smp_allowed 0  //"fixes" the problem even if
StrictDrawOrdering is set to disabled or enabled. Console output is changed and
repeats "err:d3d_draw:drawStridedFast >>>>>>>>>>>>>>>>> GL_INVALID_OPERATION
(0x502) from glDrawElementsBaseVertex @ drawprim.c / 46"
