Alright, I just sent a patch with that NotifyAddrChange's return value changed
to ERROR_IO_PENDING + test cases with todo_wine wrappings to patches list.

For some reason, Hotmail keeps changing the patch's line endings to CRLF, no
matter what I do. I hope Wine project accepts the patch even with incorrect
line endings.
