[Bug 25709] Some apps doesn't recieve focus in Virtual Desktop Mode

Similar bug found when using Adobe Photoshop 7 in Virtual Desktop. Just after
photoshop starts, it shows all it's panels(read as "windows") for a second, and
than all child windows disappear. If you create or often file, the drawboard
window appears correctly, but other child windows like tool bar and
"layers/history/navigation/etc" does not appear.If you'll move main window
you'll see that all panels are present but behind main window. Captions are
blue(so windows are active) and if you even click on them or move them you
can't get panels on top.
