wine-1.3.13 went a little further, but still not enough

TIFFReadDirectory: Warning, <IStream object>: unknown field with tag 37724

fixme:wincodecs:TiffFrameDecode_GetResolution (0x1dcc70,0x32e0e4,0x32e0dc)[3x]
fixme:wincodecs:tiff_get_decode_info missing RowsPerStrip value

Then crashes with GdipImageRotateFlip(image=(nil)
