Can't confirm. Tested and works under:
 * 1.3.15, 1.3.24, 1.3.25
 * CivCity version v1.0, then patched to v1.1
 * Fullscreen and windowed mode
 * Debian Squeeze 32bit
 * nVidia GT240 v275.09.07
