The patch (75427) works for my setup.  Sorry if my description is too verbose,
I just don't know what detail you need.

Compiled & installed from Git source, installed Quicken98 to a fresh
WINEPREFIX.  Install ran OK, but application crashed as before when I tried to
run it.  Applied patch below, re-compiled, installed, application now starts
and runs.
