oops, I should have come back here and updated this report as well after it was
presumed fixed in mesa:

In short, this bug seems to be resolved. I'm not sure what was fixed, but I'm
no longer experiencing crashes at start up. I did have steam in-game disabled,
however I don't think that was the cause of the crash.
