Are you sure your mouse problem in Fallout 3 is caused by
f46bd50a806e3d3707bab3ed3649e107adca3630? Have you performed a regression test?
The mouse wheel problem is a different one, it has been reported in bug #26313.
Try the game with the current git version of Wine (wine-1.3.15-51-g99af2f5).
