It's looking for:

err:module:import_dll Library MSPORTS.DLL (which is needed by L"C:\\Program
Files\\Time Warner Cable\\Connection
Manager\\SierraPackage\\DriverInstaller.exe") not found
err:module:LdrInitializeThunk Main exe initialization for L"C:\\Program
Files\\Time Warner Cable\\Connection
Manager\\SierraPackage\\DriverInstaller.exe" failed, status c0000135

try copying a native one from windows.
