Steps to reproduce:
1) remove ~/.wine
2) winetricks dotnet20

Behaviour:
NET Framework fails to install on Wine 1.3.15+

Expected behaviour:
Installation shouldn't fail like it is in Wine 1.3.15

Regression test:
f1e59351ded497a7f9cd7c27c0fdfcf6db3765c2 is the first bad commit
