Okay, thanks very much for testing in both chroot and non-chroot environments. 
We can safely rule that one out.  If someone could change the component to
iphlpapi, that would be nice.  (Or, if someone could give this account of mine
more privs, that'd also be nice.)

I'm a sporadic contributor these days, so I don't have an ETA for a fix yet. 
If someone want to beat me to it, by all means.
