Still present in wine-1.3.28.

FWIW, I noticed that the installer creates a log at C:\windows\IE4 Setup
Log.Txt. The last line printed to this log before the crash is:

Begin Custom Action: Install128Schannel

With schannel.dll removed or replaced with a native one, the log instead shows:

Begin Custom Action: Install128Schannel
    128-bit version of schannel.dll not found
End Custom Action: Install128Schannel
...
