[Bug 3851] running alibaba trademanager fails on startup

Hello, the origin version of trademanage in the bug report is unable to
download from http://trademanager.alibaba.com/ now, instead, one can download
AliIM2011_ATM(6.40.10E).exe from the web site. The latest version of
trademanage fails on startup too, but that's Bug 25340 .(See also Bug 27196 )

I think Bug 3851 could be closed as abandoned.
