ReactOS patch adapted for Wine

I adapted the ReactOS patch to integrate into Wine. Two notes:
- Internet Explorer 8 crashes after a few seconds with or without the patch.
- The UTF-7 code is licensed under the GPL, and Wine is LGPL. I will email
Katayama Hirofumi, the author of the code, and request that it be released
under the LGPL.

Please feel free to look over the patch and offer any suggestions for
improvement.
