I tested PuTTY 0.60 with wine-1.5.19-74-g4bb92e1 and the problem seems to be
fixed. However you need to disable the "Allow the window manager to decorate
the windows" option in winecfg first.

I didn't do a regression test to see which commit fixed things, but it may well
be the same one which fixed bug 32394. (Bug 32394 may effectively be a
duplicate of this one.)

[I noticed a problem when the "Allow the window manager to control the windows"
option is disabled as well. In that case the PuTTY window cannot be activated;
keyboard input goes to the console instead. I guess opening a separate bug for
that would be best though.]
