Yes, that is the option that causes a crash and native shlwapi works around it.
Interestingly, the crash occurs only when you activate that option from the
main menu (without starting a game). If you bring up the option menu while
you're in a running game and activate the option then the crash doesn't happen.

I can't reproduce the crash when loading a previously saved game, whether
winedbg was attached to the running game, or the game was running without
debugger.
