For me (wine 1.4-rc5, Ubuntu 32-bit) it hangs during the start with message

$ wine SIMTOWER.EXE 
err:ntdll:RtlpWaitForCriticalSection section 0x7e979700 "syslevel.c:
Win16Mutex" wait timed out in thread 002e, blocked by 0029, retrying (60 sec)

But this is 16-bit application, originally written for Windows 3, WIN-G and
Unvesa driver... Do we really need to debug such applications?
