...just looking at this with wine-1.3.36 on linux. The *initial* error about
not being able to create NetEngine (as reported in the appdb entry), actually
occurs immediately after ;

..if one spins the knife with winelib overrides between ws2_32/mswsock/wininet
dlls, the reported error code '[Error Code(5,127)]' changes.. and in fact
starts to match reports of the same error reported with 'real' Windows
installations. (one shouldn't do this of course, as user32 will eventually
howl, but I was just trying to poke past the NetEngine error .. without
success)

..not sure if this pertains to this bug perse, but, reported here
none-the-less..
