this is fixed by commit

The Microsoft Document Explorer sub-installer no longer calls
CA_RollbackHelpTransaction.3643236F_FC70_11D3_A536_0090278A1BB8 during install.
The installation of Microsoft Visual Studio 2005 and .NET 2.0 Framework SDK
finishes successfully.
