You can download it freely from 
http://atariarea.krap.pl/PLus/files/Atari800Win%20PLus%204.0.exe

however it requires oryginal Atari 800 ROM for running games. 

I have tested a few games on wine-1.3.37, and I had some problems with keyboard
settings, but none with display or sound.
