I believe this is a problem with window focus.
At this moment (when the buttons are greyed and no minimap is displayed) the
game waits for confirming the victory conditions screen.
The problem is, that the screen is hidden behind the main window.
When you click on "Today weather" button, "Close" and then "Tomorrow weather"
button, the "Victory conditions" screen appears (most of the time) and after
clicking it, the buttons are active, minimap appears, the main map is
scrollable and the game can be played without any problems.
Sometimes hitting ESC helps as well.
