I'm probably going to fail at presenting this in a clear an non-confusing
matter, as these are only a set of observations. I think this is the same
problem that I've encountered. 

The panel may decide to stay "above all" if the wine application is run in
windowed mode. If the application is run in full screen I have not encountered
any problems (in wine 1.5.9, fgrlx 12.6), PROVIDED that the panel is located at
either the bottom of the screen, or at the right side edge. Having the panel
aligned with either the left side of the screen or the upper edge causes
various symptoms.

1) Displacement. Observable in infinity engine games, eg. Baldurs Gate 2, the
game is rendered as it should be, but the panel remains on screen (in the same
resolution as the game) and displaces the game in the opposite direction of the
panel. This causes some of the game to be rendered outside of the visible
screen area.

This has also infrequently been observed in Source games such as TF2, but in
those cases switching between windowed and full screen has been enough to
restore proper full screen mode.

A second work around that seems to work reliably in the case of Baldurs Gate 2
is not not use 3d acceleration and instead use software rendering.

2) Failure to establish full screen mode. This can be observed in Temple of
Elemental Evil and causes the game to be rendered within a fixed sized area (in
this case I suppose an area of 1024x768 pixels) placed in the upper left
corner, any attempts to eg. increase the resolution will only result in a
"magnifying" effect.


As far as I've been able to determine composite effects of kwin (the kde window
manager) does not seem to be a determining factor.
