Confirming the issue and adding more information...

This seems to only occur on American servers.  There are 0 reports of this
happening on European servers; indeed, people who are experiencing the issue
are switching to European servers in order to be able to play.

The /who issue is unrelated.  Blizzard has it listed as a known current issue.
