According to:
http://msdn.microsoft.com/en-us/library/windows/desktop/bb773175%28v=vs.85%29.aspx#using_manifests
if the application wants to use ComCtl version 6, it needs to specify so in its
manifest. By default all applications use version 5. There was no manifest in
the attached file.
