Here's an improved patch that makes the following recipe work:

1. create fresh prefix
2. wine uninstaller --remove '{E45D8920-A758-4088-B6C6-31DBB276992E}'
3. set windows version to win2k
4. WINEDLLOVERRIDES=mscoree,fusion=n wine dotnetfx.exe
