Clearly I ran out of ideas on this, I'm sorry I didn't say so at the time
though.  However, I recently ran into the same problem and I was curious if you
have any custom mods loaded.  Even though I just had the FO3FPS.esm mod in the
game folder, even though the mod was disabled in the menu, I found that I was
unable to launch F3 at all.  I really hope that helps.
