Hi,

Ok it looks like the License text issues are because richedit controls are not
properly bidi/uniscribe yet. They are giving header words to bidi one at a time
and not as a full run. 

Parsing through the bug here was that the main issue? Not reading Hebrew it is
hard for me to determine what is correct at a glance.
